Rebel
Real Name: Jeb Stuart Sutherland
Background: Rebel was a US soldier who was exposed to mutagenic chemicals that were dumped into a local river. The chemicals made his skin glow, but made him stronger and faster than ordinary humans. A group of government scientists helped him get his powers under control, and trained him to be an elite US government agent. Later, he volunteered for service with Phase Two, the UN militia. Rebel was responsible for the death of Dr. Omega. He has been a frequent partner of Kodiak.
