Real Name: Phillip Scott

Background: Phase Two agent Phillip Scott tired of his law enforcement career and went to work as a youth counselor in the inner city. But talking could only solve so much. When a gang bloodbath threatened, Scott became a guardian angel of the streets, battling gang violence and drug abuse as the Samaritan.

Status: Retired as Samaritan; currently serving as a US Senator from California.

Skills: Samaritan is an extremely skilled martial artist who trained with Lisa Sakura. He was also a investigator and security expert.
