Pacific City is a West Coast metropolis located on the central coast, halfway between the larger cities of Los Angeles and San Francisco. Settled during Spanish times, Pacific City has thrived as a vital center for trade and industry. The city has attracted a significantly large population of parahumans (so-called "mutants"), and their struggle for civil rights has often put Pacific City in the headlines.

Pacific City has attracted more than its share of superheroes, including Cybercaptain, Saber, and the Supernova Squadron.
